EU Releases Tobacco Directive Consultation Results; 32 Coordinated Campaigns Flagged

The European Commission published results from its public consultation on revising tobacco and nicotine rules. Of 41,693 submissions, the Commission flagged 32 coordinated campaigns, most opposing stricter regulation. The European Commission has released a summary of its public consultation on revising the EU's tobacco and nicotine product rules, the consultation that has become a focal point for both the vape industry and public health advocates.

The Commission received 41,693 submissions. Within that set it identified 32 coordinated, "campaign-style" responses, and it said the large majority of those organized inputs opposed the move toward stricter regulation. Individual submissions, by contrast, were more evenly divided.

The body of the summary is careful to keep distance from the outcome. The Commission stated that the consultation results do not represent an official policy position, framing the document as a record of public input rather than a draft of the coming rules.

The questionnaire itself attracted criticism from both sides of the harm-reduction debate. Harm-reduction advocates said the survey failed to distinguish between the relative risks of different nicotine products, treating regulated tobacco and lower-risk alternatives in the same frame. Anti-smoking non-governmental organizations raised the opposite concern, arguing the design opened a door to industry-aligned answers.

The consultation is a precursor to the next revision of the Tobacco Products Directive. The Commission has not yet said how much weight the 41,693 responses will carry in the text that follows.
