Eight EU Governments Call for Freeze on New Nicotine Products

The Dutch health minister sent a letter to the European Commission, co-signed by seven other EU governments including Spain, asking for a freeze on new nicotine products not yet on the market. The proposal would add flavor bans, nicotine-strength limits and neutral packaging. The move is opposed by harm-reduction groups.

The Dutch minister of health has asked the European Commission to freeze the market for nicotine products that are not yet sold, in a step eight national governments have now backed, and the proposal would lock the range of new products while adding further restrictions.

The letter, co-signed by seven other EU states including Spain, does not stop at the freeze. It proposes a ban on flavored nicotine products, caps on the strength of nicotine that may be offered, and neutral packaging, the last of which would standardize the look of the products and strip the current styling.

Harm-reduction organizations have pushed back. The World Vapers Alliance called the package an obstacle to harm reduction, arguing that a freeze on new products, combined with flavor bans and caps, would push consumers who seek alternatives away from regulated lower-risk options rather than toward them.

The proposal is being read as an early signal of where the next revision of the EU's tobacco rules may be heading. A freeze on not-yet-sold products, in particular, would give regulators a lever over the pipeline of new formats, nicotine pouches included, before those products reach the market.

The weight of the letter, backed by eight governments, gives the freeze more political traction than a single national position would. The European Commission has not said whether it will take up the proposal, but it is now a named part of the debate over the direction of EU nicotine regulation.
