Los Angeles County Sheriff's Department deputies, working with local, state and federal agencies, searched 12 businesses in downtown Los Angeles on Oct. 22 in an operation targeting illegal flavored vape products, flavored cigarettes and counterfeit goods, arresting 24 people and seizing about eight semi-truck loads of goods as evidence, the department announced on Oct. 26.

The operation covered a commercial corridor in the city's Toy District, bounded by 3rd and Winston streets and Crocker and Los Angeles streets. The 12 searched businesses are suspected of selling illegal flavored vaping products, flavored tobacco and counterfeit merchandise; the seized goods were taken as evidence, though the department did not disclose quantities, values or a product breakdown.

The case draws on a crowded legal toolkit. Investigators allege violations of Los Angeles Municipal Code §46.90.1, the city's ban on flavored tobacco product retail sales; California Business and Professions Code §22980.2, selling or giving away cigarettes and tobacco products without a valid state license; and California Penal Code §350(a)(1), the manufacture, sale or possession for sale of goods bearing counterfeit trademarks.

Agencies involved included the Los Angeles Police Department, the California Department of Justice, the California Department of Tax and Fee Administration, the California Department of Public Health's Food and Drug Branch, U.S. Customs and Border Protection, and the Los Angeles County and Los Angeles City attorneys' offices.

Inspector Tenaya Brown of the Sheriff's department's Community Partnerships Bureau said the operation reflects a continuing commitment to disrupting illegal tobacco products, flavored vapes and counterfeit goods. Cases will be submitted to the county or city district attorney's offices for charging decisions; investigations involving multiple cases and suspects remain ongoing.

The enforcement backdrop is a web of overlapping rules: Los Angeles has banned flavored tobacco retail sales since Jan. 1, 2023, California enforces a statewide flavor restriction with statutory exemptions, and AB 3218 established the Unflavored Tobacco List regime, whose first version the state Department of Justice published on Dec. 31, 2025. The Toy District sweep is among the largest single operations against the illicit-flavored-vape trade in the city since those rules took hold.
